#4 Both parents should have passed health checks and have papers stating the dog has been tested for and does not have specific diseases.

For bulldogs, you should be able to see health checks from the Orthopedic Foundation for Animals for hips, elbows, and knees, and certifications from the Canine Eye Registry Foundation (CERF) stating the eyes are normal.
