If it doesn't work at all and nothing helps, get help from a professional dog trainer. He can guide you exactly when and how to react to stop the barking.
#11 Where does your dog bark at strangers?
Consider the timing of when your dog starts barking.
If he only does this sometimes, it would be important to find out what is different than usual. If he barks near the apartment or house, then he wants to defend his property/territory.
If he always barks when he meets strangers at home and on the go, he sees them as a threat.
#12 Find the trigger
Hasn't your dog always barked at strangers? Then think about when it first happened. what was different Was there a trigger? Was there a specific person? Was he subconsciously rewarded for barking? Has there recently been an accident involving people?
Important: be consistent
When training with your golden retriever, it's important that your communication is consistent. It will take some time for your dog to change its behavior, depending on how deep the misbehavior is. Don't expect to be done in one or two workouts.
However, if you do the training consistently and over the long term, you will see very good results over the course of weeks and months.
